Three States Building America's AI Economy From The Ground Up

Ohio, Mississippi, and Missouri are not racing to build frontier models. They are building something harder to replicate: the workforce, the employer demand, and the coordination that turn a national technology into regional prosperity.

The race for AI leadership is often framed as a contest between a handful of coastal labs building ever-larger foundation models. That framing misses where most of the value will actually be created. The models are the raw material. The economy gets built when a manufacturer in Dayton, a hospital system in Gulfport, and a logistics firm in St. Louis put those models to work; when a mid-market employer trains its workforce to use them; and when a state decides that AI readiness is infrastructure worth investing in.

Three states are making that bet right now. Ohio, Mississippi, and Missouri are not trying to out-build the frontier labs. They are building something harder to replicate and, arguably, more durable: the applied AI economy. The workforce, the employer demand, the training pipelines, and the cross-sector coordination that turn a national technology into regional prosperity.

Ohio: Treating AI As A Super Sector, Not A Side Project

Naming the opportunity and funding the pipeline behind it

Ohio has done something most states have not. It has named AI as a core pillar of its economic future and put its primary economic development engine behind it.

Keynoting the inaugural US AI Congress in Washington, D.C. in May 2026, JobsOhio's CDAIO Payal Thakur gave more insight into the vision and the execution.

JobsOhio, the state's economic development driver, has organized its five-year strategy around a set of Super Sectors: cross-cutting, trillion-dollar industries that combine complementary technologies, markets, and workforces into hyper-growth ecosystems. Artificial Intelligence sits alongside Advanced Aerospace and Defense, Energy, Life Sciences and Biotechnology, and Semiconductors and Microelectronics on that list. That placement matters. It signals that Ohio views AI not as a novelty to chase but as foundational industrial infrastructure, on par with the sectors that have defined the state's manufacturing legacy. Together, the Super Sector strategy positions Ohio as the capital of America's AI deployment: the place where breakthrough technologies meet real-world industry applications at speed and scale.

The case is grounded in real advantages. In 2026, CNBC named Ohio the No. 1 State for Business, the first time in state history, validating what companies scaling here already know. Ohio has ranked number one nationally for infrastructure for three consecutive years, offers among the lowest costs of doing business in the country, and draws on a talent pool of more than 600,000 STEM students and workers. Add a dense presence of hyperscale cloud providers, data centers, and colocation facilities, anchored by publicly announced investments including Intel's $20+ billion semiconductor campus, SoftBank and OpenAI's $3 billion data center in Youngstown, and Vultr's $1 billion investment, and the state has the physical and human capacity to power AI at scale across manufacturing, agriculture, healthcare, aerospace, and automotive.

But infrastructure and industry demand only matter if the workforce can meet them. That is where AI Ready Ohio comes in. Built as a first-in-the-nation statewide initiative and led by JobsOhio in partnership with the Enterprise Technology Association, major technology companies, and leading universities, AI Ready Ohio equips Ohioans with practical AI skills through accessible training and certifications for professionals at every level. Following a successful pilot, the program is expanding both in person and online, to deliver in-person training to more than 3,000 people across Greater Cincinnati, Cleveland, Columbus, and Toledo, with online training available to every Ohioan statewide, all with a specific focus on helping employers close the AI skills gaps that would otherwise stall adoption. At the recent Cincy AI Week event in Cincinnati, more than 1,000 Ohioans got AI Certified, bolstering the workforce and creating success pathways for Ohio residents and businesses in America's AI economy.

Workforce readiness is one pillar of JobsOhio's broader AI strategy, which also focuses on attracting high-growth AI companies across applications, services, model hubs, physical AI, and robotics, and accelerating adoption among Ohio's existing employers, so that AI providers and enterprise customers alike find the talent, infrastructure, and partners they need to deploy AI and grow in Ohio.

This is the model in miniature: a Super Sector strategy that names the opportunity, an economic development engine that funds it, and a workforce initiative that makes it real for people and employers on the ground. The point was never to build the frontier model. The point is to make Ohio the best place in the country to put AI to work. For AI companies and the enterprises adopting their technology, Ohio is the place to dream it, build it, test it, and scale it.

Mississippi: A Statewide Network Reaching Every Institution

One shared system instead of a hundred disconnected pilots

Mississippi's contribution is a lesson in coordination at scale. Before 2023, AI efforts in the state were fragmented and duplicative, with individual institutions moving at their own pace and little to connect them. The Mississippi Artificial Intelligence Network (MAIN) was launched to solve exactly that problem through a single coordinated statewide model.

MAIN is the nation's first statewide AI initiative, and its reach is remarkable. Anchored by Mississippi Gulf Coast Community College, MAIN has helped establish AI-ready labs at all 23 of the state's public colleges and universities: all 15 community colleges and all 8 public universities. Few states in the country can claim that kind of complete institutional coverage, and it is the foundation for everything else the network does.

The model is deliberately practical. MAIN delivers free, self-paced AI courses built on Intel's AI for Workforce curriculum: Introduction to AI, Generative AI, AI for Manufacturing, Applied Ethics for AI, AI for Cybersecurity, and more, available to any Mississippi resident at no cost. Learners earn professional development certificates and Credly badges; K-12 teachers earn continuing education units. To date the network has delivered well over 15,000 cumulative hours of free AI education, reaching thousands of educators and workers across the state.

What Coordination Actually Bought

  • An AWS-supported AI Innovation Hub, built with Mississippi's IT Services agency, that turns real state-agency use cases into working solutions.
  • A 2025 MOU with NVIDIA expanding AI education across community colleges and universities, alongside the $9.1 million Mississippi AI Talent Accelerator Program.
  • A statewide AI Framework released in 2026 through the AI Workforce Readiness Council, mapping AI competencies from K-12 through career leadership.

Just as important, MAIN connects the pieces that usually operate in isolation. It was built through AccelerateMS, the Mississippi Community College Board, and the Mississippi Manufacturers Association, with global technology partners including Intel, AWS, NVIDIA, and Dell. Mississippi's story is proof that a state does not need a frontier lab to lead. It needs alignment, access, and the discipline to build one shared system instead of a hundred disconnected pilots.

Missouri: Government, Employers, And Universities Moving Together

An executive mandate, and a whole state activating behind it

Missouri offers the clearest recent picture of what it looks like when every part of a state activates around applied AI at once.

The signal came from the top. In January 2026, Governor Mike Kehoe signed Executive Order 26-02, directing state government to build a strategic framework for AI, evaluate and expand AI-focused degree programs, certifications, and apprenticeships, and prepare Missouri's education and workforce systems for an AI-driven economy. It was not a symbolic gesture; the order carried specific mandates across multiple agencies, from economic development to workforce training to energy planning for data center demand, with findings due back to the governor by year's end.

State agencies moved quickly to execute. The Department of Higher Education and Workforce Development, under Commissioner Bennett Boggs, is building introductory AI training so Missourians displaced by automation can reskill, and announced a push to add 100,000 new apprentices to its Apprenticeship Missouri program by 2027, with AI competencies embedded across both existing and new apprenticeships. Boggs has framed the stakes bluntly, noting that more than half of Missouri's job postings requiring AI skills are now in fields outside of tech; this is a whole-economy shift, not a tech-sector story. The state's higher education institutions already offer more than 300 AI-related programs.

The universities are matching the momentum. In May 2026, the University of Missouri launched the Mizzou AI Education, Research and Infrastructure Center (AERI), a cross-college initiative connecting AI research, computing infrastructure, and applied work, with an explicit mandate to support workforce development and help industry, government, and small businesses adopt AI tools. Missouri University of Science and Technology, which opened its new Protoplex manufacturing and innovation center in April 2026, hosted the Governor's Forum on Artificial Intelligence and Data Centers, convening government, industry, and higher education around workforce, energy, and community impact.

Employers and community anchors round out the picture. Organizations like Codefi in Cape Girardeau are delivering applied AI and coding certification, and its leadership has pressed the state to use a modest match fund to pull down federal applied-AI training dollars and reach incumbent workers in rural counties, the hardest to reach and easiest to overlook. That instinct, meeting workers where they are, is the throughline connecting Missouri's executive action, its universities, and its employers.

Why Applied AI Is The Real Contest

There is a reason these three states are focused on adoption rather than invention. The economic impact of AI will be determined far less by who builds the models and far more by who uses them well. A frontier model that no regional employer knows how to deploy creates little local value. A workforce that can put widely available models to work across manufacturing, healthcare, logistics, agriculture, and government creates enormous value, and it creates it in the communities doing the work.

This is the Heartland Advantage in practice. The middle of the country holds a disproportionate share of the industries where AI adoption will move the needle most: manufacturing, agriculture, energy, logistics, and healthcare delivery. These are sectors defined by physical operations and real-world complexity, exactly the environments where applied AI produces measurable gains. Pair that industrial base with lower costs, strong infrastructure, and a workforce being deliberately upskilled, and the region has a credible claim to lead the era of AI deployment even if the models themselves are built elsewhere.
